sound volume, nircmd

Not sure what I'm doing wrong - but, try to use the sound card plugin, get:
Toggle Mute
Error in Action: "Toggle Mute"

So, assuming I have some strange sound card setup (running hdmi out using a Radeon 7900 series, I figure I'll try nircmd - but I cannot get it to work with more than one command line parameter -
C:\Program Files (x86)\nircmd\nircmdc.exe nircmd.exe help << will work, but
C:\Program Files (x86)\nircmd\nircmdc.exe nircmd.exe setsysvolume 32768 << will do nothing...

Running Nircmd works from a command prompt (does not need to be elevated), as well as a batch file.

Running win 8.1 64 bit, Nircmd latest version,
I noticed a post on nircmd with 1640, so I tried eventghost 1640 and 1630 (since somebody reported this works with nircmd) - but no luck here.
I also tried a clean install, with the default startup.

Any ideas?

Multiple parameters in Nircmd work fine in my setup.
Nircmd Start Application
Try placing a "copy" of the "nircmd" folder in the Eventghost install directory. Then use that nircmd.exe application file.
