Difference between eg.ActionClass and eg.ActionBase

Hi,

When I look at some plugins, they use eg.ActionClass. On my side, I use eg.ActionBase
Where can I find documentation in order to understand the differences?

Extra question : is there any python editor having completion and modern UI?
