AFAIK, EG do not have such feature. Instead, if you using LAN router with network filter function, you can adjust and enable it. It is also can be possible IR incompatibility with such kind of EventGhost actions (which depending on key pressing time).
I'm using "homebrew" IR receiver, connected to the sound card line input together with WINLIRC.

It seems, i totally misunderstood you, and push you into wrong direction.
You don't need Multitap plugin, if you not planning to use IR-remote.
You have to "dig" USB-UIRT plugin. Sorry.

Does your way of controling TV supports sending commands, like "go to the preset random channel xxx"? If so, then Multitap is a right solution for you.
